The Comp Plan guiding principles and policy directions are the foundation of the plan, providing a comprehensive direction for land and marine use areas. Building on that foundation, the team generated a series of drawings to test the application of the principles and policies and demonstrate how they could inspire changes to notable areas in the three major islands.
The framework drawings and birds-eye sketches are being used as tools to visually express the plan’s guiding principles for public input, allowing for enhanced public dialogue using real places as test cases. The team will use the public input we receive to refine the drawings, which will inform the upcoming specific policy changes, future land use maps, and zoning recommendations in the plan.
